This tiara is a small bandeau of diamonds set in daisy shapes and enclosed in circles with a scalloped edge, so we will call it the Diamond Daisy Tiara. It was made in 1910, and was a wedding gift from King Harald and Queen Sonja to Mette-Marit.

Cate Blanchett wore either this same tiara or a copy in the movie
An Ideal Husband. That movie came out in 1999, 2 years before the wedding, so it may indeed be the same tiara. Knowing that Garrard's provided jewels to the moviemakers and that the Norwegian royal family have used Garrard's as a jeweler in the past, it's reasonable to guess that the royal family purchased this in Britain sometime before the wedding.
Since then, it has become Mette-Marit's most frequently worn tiara.
